FESTIVAL REGULATIONS


The Festival is being organised by the management of City Montessori School in Lucknow, India.

WORLD PEACE & WORLD UNITY THROUGH EDUCATION

Objectives :-

The Festival aims at providing a common platform for the producers of Children's films to project their views for the unity among children and educate them through meaningful films; and also promoting friendship and co- operation among peoples of the world.

  
  Date and Place :-

The    Festival will be held in Lucknow from 6 to 12 April, 2010.
     
  Regulations :-

The programme of the Festival will be divided into the following broad categories:-

  1. World Competition: Children's Feature Films including Animation features
  2. World Competition for Animation Shorts
  3. World Competition for Short films
  4. Indian Section ( both feature, animation shorts)
  5. World Cinema
     
 
The Festival Directorate reserves the right to exclude films which are not in conformity with aims of the Festival, or which could offend the national feelings and susceptibilities of any participating country, or are likely to promote racial discrimination or such films which may be detrimental to the cause of unity of humankind.
     
  COMPETITION –for Feature films including animation features, animation shorts, short films and for films by the Children for the Children

    Films entered in the Competition Section must fulfill the following conditions:
  1. Films must be for children of all ages.
  2. The films must have been completed between 1st February 2009 and 31st January 2010. Eligibility period will be determined by the Censorship visa/certificate of the country where the film has been produced.
  3. Entries will be subject to preview by a committee constituted by this Festival. A film which is not accepted for the Competition Section can be shown in other Section with the specific consent of the entrant.
  4. The Jury for the Competition will consist of a chairman and not less than two or not more than four other members of which a majority will be from outside India.
  5. No person in any way connected with the production or commercial exploitation of a competitive entry will be a member of the jury. All Members of the jury will refrain from releasing any articles or reviews to the press concerning the films submitted for their judgement until after the jury's decisions have been formally published/declared.
     
     
 

The following prizes will be given away:

    (i) Best children's Feature Film: A Golden trophy and a cash prize of  (to be given to the Director of the film): Rs. 3,00,000/-    
    (DIRECTOR Rs 2,00,000/- PRODUCER 1,00,000/-)
     
    (ii) Second Best Feature Film: (to be given to the Director of the film): Rs. 1,00,000/-    
    (DIRECTOR Rs 60,000/- PRODUCER 40,000/-)

    (iii) Best Animation Film: A Golden trophy and a cash prize of (to be given to the Director of the film):   Rs. 2,00,000/- 
    (DIRECTOR Rs 1,25,000/- PRODUCER 75,000/-)
     
    (iv) Best Short Animation Film: A Golden Trophy and a cash prize of (to be given to the Director of the film): Rs. 1,00,000/-
    (DIRECTOR Rs 60,000/- PRODUCER 40,000/-)

    (iv) Best Short Film:A Golden Trophy and a cash prize of (to be given to the Director of the film): Rs. 1,00,000/-
    (DIRECTOR Rs 60,000/- PRODUCER 40,000/-)

    (v) Special Jury Award: Sh. Jagdish Gandhi award and cash prize of Rs. 1,00,000/-
    (DIRECTOR Rs 60,000/- PRODUCER 40,000/-)

    (vi) Audience Award: Smt. Mrs Bharti Gandhi award and a cash  prize of Rs. 1,00,000/-
    (DIRECTOR Rs 60,000/- PRODUCER 40,000/-)

     
 

Indian Sections

For exhibition as part of the Indian Section the following criteria will be followed:

  1. The film should be a Feature Film or a short film
  2. The Film should have been completed after January 1, 2009.
     
  Notice of participation

Entrants should inform the Festival by 15th February, 2010 about their participation, including the titles of films and the names and addresses of the directors, producers, production companies and world sales companies against each film title.
     
 

DVDs for Selection

DVDs (Preferably PAL system) of films may be sent for purposes of selection only so as to reach the Festival Committee not later than 15th February, 2010

     
 

Entry of films in the Festival

  1. Film Producers, Distributors or their duly authorized representatives or duly authorized government   organization / agency of the participating countries may enter their films for the Competition through the Entry Form.
  2. The Festival organizers  reserve the right to invite films they consider suitable for the film festival.
  3. The Form, duly filled in, separately for each film proposed to be entered should reach the Festival Director by 15th February’ 2010.
     
 

Screening format

  1. Festival accepts only Digital Beta (PAL)/ DVC (PAL) formats and the tapes of the films selected for exhibition in the Festival must reach the Festival office at Lucknow on or before March 20, 2010
  2. After closure of the Festival, the cassettes/tapes will be returned through air-freight or diplomatic channels, to the entrants on request or to their duly authorised representative mentioned in the Entry Form.   
     
 

Freight and Other Charges

1   The cassettes / DVDs for festival screening should be sent at sender’s cost by International courier. After the Festival, the cassettes/DVDs will be returned to the sender on request. Return courier charges of Beta CassettesDVC's will be borne by the Festival.

2    The Festival will not bear freight or any other charges for unsolicited films/ videos sent to it, if these are not selected for screening in the Festival.

     
 
Subtitling

Films will normally be screened in their original language/version.  Films in language other than English must have subtitles in English. Films that arrive without subtitles, or with subtitles other than  in English, where such subtitles are required, shall not be screened in the Festival.

     
 

Excerpts for Television

For promotion of films entered in the Festival on television, producers/authorized entrants are requested to supply four excerpts of the film(s) entered, each of a maximum duration of three minutes, to the Festival.  These should be supplied preferably on DVC format.

     
 

General

1 Films other than children's films are not eligible for participation in any section.

2 The participants must ensure that they have the right to participate in the 2nd CMS International Children’s Film Festival-2010 with regard to parties connected with the production /  distribution of the participating film and / or other right holders/licenses.

3 Participation in the Festival implies acceptance of these Regulations.
